I never really tailed anyone on foot - so I can't say too much about that. But I would say the times when I knew I was busted was when someone would pull into a parking lot and immediately turn around.... That will catch almost anyone who is following you unless they have a team... In general though - the 3 to 4 turns will do the trick. as a former private investigator - I can tell you that your description about the car following - is very correct.
